Include and optionally validate cluster ID in backup and restore jobs

    Description

      KUDU-2574 added a unique cluster ID to the master system catalog table. We should leverage this with the backup and restore jobs by 1) including the cluster id in the backup metadata and 2) validating the cluster id when incremental backups are taken.
