Make the rebalancer honor dimension-based replica placement

    Description

      Once KUDU-2823 has been implemented, it's now possible to place tablet replicas based on dimension. However, the rebalancer doesn't honor that yet. It's necessary to amend the rebalancer to take the dimension-related placements into account.
