Trivial Description
Currently, we wait until the existing tablet open (tablet bootstrap) tasks are completed prior to shutting down. Instead, we should be able wrap Tablet Open tasks such that WAL replay can be canceled when the tablet server is shut down, or when a tablet replica is moved off a tablet server.
