Enable HA for ODBC drivers > 2.6.15

    Description

      Currently we prevent HA for all ODBC drivers. Hive driver recently added support for KNOX_BACKEND-HIVE cookie in 2.6.15. We need to add a version property where we can selectively enable HA for ODBC drivers with version >= 2.6.15.
