gateway.custom.federation.header.name property should be at a dispatch level

    Description

      Currently for topology federation feature the property "gateway.custom.federation.header.name" needs to be updated in gateway-site.xml. This property needs to be part of the dispatch so that it can be set in the topology file. 

       

      KNOX-1728 plans to add some changes that will make this simpler.
