[KARAF-3348] Looks like maven proxy settings reused for other http connections

Description

There is http proxy specified for maven repository access in settings.xml.

Looks like sometimes this proxy settings are reused for other outbound http connections made from bundles.

There is no system properties like http.proxyHost etc specified in karaf startup scripts. So, I expect that there should not be any proxy settings at all for other bundles.

I'm not sure this is a bug, but this is unexpected behavior.
