[KARAF-3169] blueprint deployer doesn't seem to work

Description

When dropping a Blueprint XML in the deploy folder, nothing happens in Karaf (nothing in the log, nothing in the osgi:list).

I will check if the problem is in the fileinstall itself or in the blueprint deployer.
