[KARAF-2116] Some webconsole plugins not working on equinox framework

Description

Download karaf 2.3.0, activate equinox by adding "karaf.framework=equinox" to etc/custom.properties.
Launch karaf and install webconsole feature.

Open webconsole in browser:
admin, features and gogo tab are not working (show a blank webpage).

Problem does not occur when running on felix framework.
