Major Description
As for ssh bundles, the management bundles are directly in the etc/startup.properties, and also in the management features (which is defined as a bootFeature).
It means that the management feature is not very usable.
The management bundles should be removed from etc/startup.properties.
However, it requires that some management bundles (diagnostic, admin, features) should move into the management feature or with an increased start level.
