Kar's deployed features start just once if Karaf is configured for clean startup

    Description

      If a fresh new installation of Karaf 2.2.9 is configured for clean startup ( org.osgi.framework.storage.clean=onFirstInit in config.properties) and some features is deployed using a Kar archive put in the deploy folder, the feature is regularly installed and started the first time Karaf is started, but it is never restarted again in successive karaf restarts
