Description

The top-level (root) endpoint of Connect's REST API is not documented in the docs. 

It's already described in previous KIPs such as https://cwiki.apache.org/confluence/display/KAFKA/KIP-238%3A+Expose+Kafka+cluster+ID+in+Connect+REST+API so, this change does not require a KIP. It's rather just a doc omission.
