Description

Based on discussion in https://github.com/apache/kafka/pull/6177 and KIP-345, we plan to better utilize static member info to make wise rebalance call, such as assignors like Range or Round Robin could become more sticky to rely on static ids instead of coordinator auto-generated ids.
