[KAFKA-6163] Broker should fail fast on startup if an error occurs while loading logs

Description

If the broker fails to load one of the logs during startup, we currently don't fail fast. The LogManager will log an error and initiate the shutdown sequence, but continue loading all the remaining sequence before shutting down.
