Refactor BrokerApiVersionsCommand to use AdminClient

    Description

      Currently it uses the deprecated AdminClient and in order to remove usages of that client, this class needs to be refactored.

      Update: after KAFKA-8544, the deprecated kafka.admin.AdminClient has been removed and the functionality needed by BrokerApiVersionsCommand was inlined. We should remove that as part of this ticket.
