[KAFKA-17260] Enhance new test infra

Description

We are going to drop zk support. However, our new test infra are not flexible as zk broker test infra. For example, new test infra does not support SASL (KAFKA-16680). Also, it lacks of some useful helper methods.

We must enhance new test infra to make it be a more powerful replacement to zk test infra.
