Description

We have 2 ways to detect whether tiered storage is enabled:

• KafkaConfig.isRemoteLogStorageSystemEnabled
• KafkaConfig.remoteLogManagerConfig().enableRemoteStorageSystem()

We use both in various files. We should stick with one way to do it.
