Description

Checkstyle offers the ModifierOrder rule: https://checkstyle.sourceforge.io/checks/modifier/modifierorder.html that Kafka violates in a lot of places. We should decide if this is a checkstyle rule we should be following or not, and potentially enable it moving forward.
