Description

The request handling for UpdateVoter request needs to support the case when the kraft.version is 0 or 1.

1. When the kraft.version is 1 the leader should write to the log and update its in-memory state.

https://issues.apache.org/jira/browse/KAFKA-16538 is going to implement this for kraft.version 0: when the kraft.version is 0 the leader should just update it in-memory state.
