[KAFKA-16242] Mark flaky tests as integration tests

Description

It would be valuable to have the `unitTest` gradle target run only reliable tests that can be used for CI gating. If we push all of the flaky or possibly-flaky tests to the integrationTest target, we can start gating CI on deterministic failures.
