[KAFKA-16209] fetchSnapshot might return null if topic is created before v2.8

Description

Remote log manager will fetch snapshot via ProducerStateManager here, but the snapshot map might get nothing if the topic has no snapshot created, ex: topics before v2.8. Need to fix it to avoid NPE.
