    Description

      The KIP requires metrics to be collected and emitted to broker over OTLP format.

       

      The changes should include:

      1. Implementation of MetricsCollector which can collect metrics.
      2. Implementation for serializing metrics in OTLP format.
      3. Implementation to collect both delta and cumulative metrics.
