Enable spotbugs when building with Java 21

    Description

      The latest version of spotbugs (4.7.3) doesn't support Java 21. In order not to delay Java 21 support, we disabled spotbugs when building with Java 21. This should be reverted once we upgrade to a version of spotbugs that supports Java 21.
