      As described in https://cwiki.apache.org/confluence/display/KAFKA/KIP-405%3A+Kafka+Tiered+Storage#KIP405:KafkaTieredStorage-Configs.1 , we should set default "remote.log.metadata.manager.class.name" as topic based RLMM.
