Description

We need to apply SCRAM changes to controller nodes.

We need to handle DescribeUserScramCredentialsRequest in the controller nodes.

As part of this update I will split out the code from BrokerMetadataPublisher.scala for applying the SCRAM  into a separate MetadataPublisher, as we did with DynamicConfigPublisher
