Remove deprecated options and redirections

    Description

      We can use this task to track tools cleanup for the next major release (4.0.0).

      StateChangeLogMerger is deprecated and should be removed.

      TopicFilter, PartitionFilter and TopicPartitionFilter in "server-common" should be moved to "tools" once we get rid of MirrorMaker1 dependency.

      Redirections to be removed:

      • core/src/main/scala/kafka/tools/ClusterTool
      • core/src/main/scala/kafka/tools/EndToEndLatency
      • core/src/main/scala/kafka/admin/FeatureCommand
