Description

I noticed that tests are missing for DeleteRecords API whereas we have tests for rest of the APIs (such as DeleteTopic) over here: https://github.com/apache/kafka/tree/trunk/core/src/test/scala/unit/kafka/server 

The completion of this Jira item will ensure that we have test coverage for the DeleteRecords API.
