allow Kafka to start from a resource negotiator system

    Description

      We need a generic implementation to hold the property information for brokers, producers and consumers. We want the resource negotiator to store this information however it wants and give it respond with a java.util.Properties. This can get used then in the Kafka.scala as serverConfigs for the KafkaServerStartable.
