Description

Kafka uses 2 Python scripts to make releases. These scripts are still using Python2 aand should now be updated to Python 3, as 2.7 is out of support.

This is especially important as dependencies (jira) have drop support of Python 2.

To run the release today, I had a install an old version of the jira module (1.0.15) so it would work
