[KAFKA-10168] Rename public StreamsConfig variable

Description

All Kafka Streams configuration parameter are exposed via public variables that all end with `_CONFIG` suffix. However, we added the variable of `topology.optimization` as `TOPOLOGY_OPTIMIZATION` instead of `TOPLOGY_OPTIMIZATION_CONFIG`. We should align the variable name.
