Javadoc link generation not working when using the 'reportPlugins' parameter of the site plugin instead of the 'reporting' section of the pom.

    Description

      The JXR plugin doesn't generate the links to the Javadoc pages when using the 'reportPlugins' parameter of the site plugin instead of the 'reporting' section of the pom.
