Binding template validation rules are incorrect

    Description

      The validation code for binding templates incorrectly throws a fault if the access point is null AND the hosting redirector is not null. The UDDI spec is clear on this, either one or the other must be defined for a binding template, but not both. Patch will be rolled into the other validation code I'm working on
