[JS2-827] Does't work that uploading files in desktop mode using "multipart/form-data"

Description

I made portlets that files uploading portlet used form enctype="multipart/form-data".
This portlet work very well in Portal mode.
But it doesn't work in Desktop Mode.

It has some javascript exceptions in Dektop mode.
as this :
PortletActionCL notifyFailure type : error error : None of th loaded transports for dojo.io.bind() can handle the request.
