      Description

Portlets should return to normal view state on click of a menu button in
      the portal.

Portlets are maximized on edit in our portal, for which you provided a
configurable feature. Now, say I am on a user's homepage and click on
edit so that portlet mode is set to edit and window state is set to
maximize. On top in our menu we have a link to homepage. On click of
this link the default view .i.e all portlets in view mode and normal
      state should be restored.

I am thinking of a new feature to "auto-clear" state on "portal navigations"
The trick is knowing when you are navigating from another page vs navigating on the same page
Not sure if I can get this in to 2.1.3 or not

Implements the feature "Clear All Window States and Portlet Modes when Navigating (changing) pages"
          Steps to enable this feature:
          1. In pipelines.xml, edit the pageHistoryValve bean. Set the valveDisabled flag to false.
          2. In portal-url-generation.xml, edit the NavigationalState bean.
Modify the NavigationalState, changing the constructor-arg 3 to the boolean value true.
