[JS2-719] Default ehcache configuration is setup for distributed operation which will fail the portal to startup when no network is available

Description

I'm going to change the default to use local cache only.
For distributed operation the provided ehcache.xml (in jetspeed/WEB-INF/classes) needs to be modified then, but its full of very detailed comments
and contains proper markers what needs to be done for such setup.
