[JS2-1236] Jetspeed installer fails to seed database due to wrong seed file path

Description

Installation with Jetspeed installer fails if we choose "Store PSML in the database?" option.
The seed.xml resource files are located under resources/seed/ directory, but the build.xml is looking for it in resources/ directory.
The paths should be corrected.
