A Page without portlets breaks CSS in Jet UI

          Description

          When a page contains no portlets, no portlet-decorator stylesheets are included. This breaks the skin for any template configured portlets

            fixed by ensuring that the corresponding portlet decorator is including in for the corresponding page decorator
