Memory consumption fixes for 2.1.3 need to be ported forward to 2.2.X

      Description

      The following patches require porting to 2.2.X if not already implemented:

      Transient java preferences API implementation: probably not required since java 2.2.0 removed java preferences API support
      Bounded capabilities map by User-Agent cache: verify patch required in 2.2.X, (may have been replaced with ehcache)
      Negative caching for persistent preferences: implement in 2.2.X if it does not already exist since majority of preferences do not exist
      Portal site view reaping: port/add to 2.2.X page manager implementations

        SVN commit 828271 has effectively ported the "portal-site-view-reaping" patch and fixes from 2.1.3-POST-RELEASE to 2.2.1-SNAPSHOT.

        transient-preferences-impl.patch is not applicable to 2.2.X since the java preferences API has indeed been expunged.

        Preferences negative caching patch is not necessary since new 2.2.X preferences implementation caches empty preference maps when there are no matching preferences.
