Clean install: Jdk1.4.0/tomcat 3.3/Mandrake 8.1

Horrible Exception: java.lang.ClassNotFoundException: Requested Action not
found: controls.Customize?reset=on

How did the bug occur? Login as default user Turbine/Turbine.

Selecting: (Customize Html or Wml) generates this url:
http://www.javaben.com/portal/page/default.psml?action=controls.Customize?reset=
on

Notice the two ??. When you change the second ? to an '&', the link works and
the user is able to navigate to the next page.
