    Description

      I built the portal with Jetspeed-1.4-b4 based on WebSphere Application
      Server 4.04, and fount out that a multibyte character is displayed "?" if user
      submits form data. Our system use GB2312 as character encoding. I modified
      some parameters as follow:
      1) media.xreg: set HTML character-set to GB2312
      2) JetspeedResources.properties: content.defaultencoding=GB2312
      3) TurbineResources.properties:
      services.VelocityService.input.encoding=GB2312
      locale.default.language=zh
      locale.default.country=CN
      locale.default.charset=GB2312

      services.RunDataService.default.parameter.parser=org.apache.jetspeed.util.parser
      .DefaultJetspeedParameterParser

      But it works correctly in Tomcat. Why? Could you help me?
