[JS1-252] [FIX] User form does not populate

Description

Scenario:

1. Login as 'admin', pick Security tab, pick User Browser, pick user for
editing. Do not click Update User.
2. Click on another tab and go back to Security tab.
3. None of the menu items are selected and User form is now displayed blank.
Expected result is that User Browser menu items is selected.

For some reason the last selected menu item is not active and FormUser portlet
is active (this portlet is registered with closed state and therefore is not
displayed on the menu).

I guess menu controller needs, at minimum, be modified to select the first menu
item if last selected is available. Another option would be to make sure that
UserForm keeps track of the last user edited.

Please note that this problem applies to other security forms as well.
