Description

Currently, security defaults to none for newly created panes. It should be
possible for users to set security for psml resources (at least, until default
security ref functionality is developed).

NOTE: Users must be cautious not to set the security ref to something that will
lock them out of resource being secured. For example, setting it to "admin-
only". This should be addressed somehow in the future.
