Description

After JENA-1911 (new Fuseki UI based on Vue), the state of Jena's LICENSE and NOTICE needs to change to reflect the new bundled dependencies.

Review other LICENSE and NOTICE files. The maven-shade-plugin and maven-war-plugin combine bundled dependency text for Java dependencies.
