Description

If --loc= is used, then if a TDB database already exists at that location, Fuseki chooses TDB1 or TDB2 as appropriate. JENA-1929.

If If --loc= is used and the directory does not have a TDB database in it, Fuseki chooses an implementation.

If --tdb2 isn't on the command line it is currently TDB1.

This ticket proposes changing the default to TDB2 (and introduce argument --tdb1).

Existing databases are not affected.
