Description

riot has a --syntax parameter because if it's reading from stdin it can't look at a file extension to determine which serialization is being used in the input, so arq would need something like that if it's going to read from stdin. But, it already has a --syntax parameter to describe the query syntax, so it would need something else. 

In addition to the arq utility, this feature should be added to comparable ones such as bin/sparql.
