Description

Move the SHACL test files under src/test/resources

It turn out that any file or directory with the letters 'target' in the name is not packed into the source-release if it is outside a known maven layout area.

The test will continue to read the files directly - URI resolution can be used in these RDF files and reading from a java resource does not easily provide the right base.
