    Description

Currently the most recent FileVault is still compatible with Jackrabbit API 2.14. To be able to leverage API introduced with 2.16 (e.g. http://jackrabbit.apache.org/api/2.16/org/apache/jackrabbit/api/security/JackrabbitAccessControlList.html#isMultiValueRestriction-java.lang.String-) we should drop support of Jackrabbit API 2.14 and at the same time allow Declarative Services 1.4 (introduced in OSGi R7, supporting constructor injection). Also the minimum target OSGi environment below https://github.com/apache/jackrabbit-filevault/tree/master/target-osgi-environment should be updated accordingly to reflect AEM 6.4
