[JCRVLT-384] Document config.xml, settings.xml, nodetypes.cnd and privileges.xml below META-INF/vault

Description

The format of those files are not properly documented but should be to document how they are supposed to be used together with vault and/or content-packages. I found the following usages:

1. config.xml: used for the exporter, defines handlers and aggregators and generic properties (currently only "useBinaryReferences")
2. settings.xml: mainly used for the vlt-cli, xml file only consisting out of ignore elements containing one attribute named name, unclear where it is used.
3. nodetypes.cnd: only considered during import, will register all node types
4. privileges.xml: only considered during import, will implicitly register all custom privileges given
