[JCLOUDS-35] labs has many RAT check failures on 1.6.x and master

Description

There are many RAT check failures in incubator-jclouds-labs, on both master and 1.6.x. To see them all, run mvn clean install from the top level of incubator-jclouds-labs and look in target/rat.txt. This means there are a bunch of files with missing or invalid license headers.
