[JCLOUDS-1062] VirtualMachineApi in azurecompute lacks support creating and starting deployment roles

Description

The VirtualMachineApi interface in azurecompute does not allow new roles to be added to deployments. The missing request types are:

Add Role https://msdn.microsoft.com/en-us/library/azure/jj157186.aspx
Start Role https://msdn.microsoft.com/en-us/library/azure/jj157189.aspx
Start Roles https://msdn.microsoft.com/en-us/library/azure/dn469419.aspx

Also, "Shutdown Role" is present but not "Shutdown Roles":

Delete Role is also missing:
