[JAMES-3918] Delete mailboxes of no longer existing users

Description

Webadmin do not allow currently to delete mailboxes of users that do not exist.

This could be legitimate if:

• The user was deleted and not it's mailbox content
• A mis-configuration lead to a non existing user to receive emails.

We propose to add a "force" query parameter to bypass this check.
